Please explain to your son that if doesn't want another ticket he should not be blowing red lights.
Of course, you can just ignore his bad driving habits, commisserate with him getting an unjust ticket, and then wait until he hits a car filled with kids because he is a hurry to get home to see you.

Thanks for the advise...I can take care of the parenting resposibilities.
My compalint is not about him getting the ticket (which he desrves), but about the county tacking on fines and calling them "administrative". What does that mean? A fee for someone to go to the PO Box and open my envelope?

Make that someone in another state (like Arizona) to go to the PO box and open the envelope ... someone whose company is already being paid via a contract to do so.
I do agree that it would be nice to have a sign. If I know and a yellow light is about to turn, and there is a red light camera system in place, I slow down and just stop. If I knew there is nothing, I would go through the yellow light.

You know these are not issued automatically. People need to review the footage and make sure they can properly cite you.

The idea is to get people to stop running all red lights no just some.

I'd be curious to know where you got your information from. If I had to guess, they just mail out the summons and let the registrant of the vehicle enter the plea. On the second hand, with the beauracracy as it is, they may have hundreds of people sitting behind the desk, getting paid a nice salary, looking at the video.

None of our public service union members are doing this job or you would be right on target! If it were a department of our own LE, there would be six-figure "video reviewers" as sure as the sun rises every morning.
The red light ticket cameras are run by out-of-state companies.
