I just had the house rebuilt because of house fire and they put in new plastic pipes, do I still need to worry? Also can't get in contact with american water.

Have your tried a neighbor to see if it is an isolated incident or a neighborhood one. IF yours get it addressed.

Took a shower this morning and had no issues. Also in Baldwin. You have a frozen pipe.

Plastic pipes are no better insulated from extreme cold than metal ones, as others have said you have a frozen pipe.
