There is a web site called Intellius where you can look up a persons criminal record. The only catch is there is a fee.(not sure how much but it is worth it.)

Clearly, the person has mental/social issues, but he needs to keep it to himself.

Also, I'd get his last name and "run him through." If your neighbors have orders of protection against him, they have to know his last name. Just ask them. Your best bet might be to talk to the ones whose daughter is the same age as yours. They'll probably identify with your concern.
