I'm shocked, no one has mentioned what it was like on the East End after Hurricane Gloria in 1985. Some areas had no power for weeks. Gloria was a mess.

Another is the great storm of '38 which more or less erased Westhampton Beach and cut the Moriches Inlet.

If they drop Coors Light you solve the beer and water problem at the same time.

A black out is not the type of disaster that we're discussing in this thread or I completely misunderstood the OP. People taking advantage of circumstances hindering LE (i.e. looting) is something different then someone coming into your home to take your supplies. Maybe that's just me?

I'm struggling with a disaster so widespread that the US can't get help in for a length of time that people start killing each other. Even if you look back to the Katrina mess (which highlights as close to what we're talking about here that I can think of), people weren't killing each other and they were very desperate for the supplies you speak of.
Robbery is robbery. What do you think the Walmart looters are going to do when the big box stores are cleaned out. We aren't even talking about societal breakdown for an extended period of time yet.

A disaster lasting more than a few days.

Ok I'll bite - so what disaster lasting for more then a few days led to a "societal breakdown"? That's what I'm missing... Some keep talking about this "oooooohhhhhhhhhh soooooo scaryyyyyyyyy thing" that happens when people need water or something. Meanwhile I can't think of a single time it happened in modern history and the closest thing anyone can come up with is looting during a blackout or one person getting trampled on black friday. I mean seriously... that's societal breakdown?

Just because it hasn't happened yet doesn't mean it won't. During the Cold War we did build fallout shelters, did do bomb drills, etc. I really don't think anything is going to happen any time soon, but it is always good to prepare. I don't stock up MREs or canned foods, but I personally do try to learn something new once in a while that could be applied to more than sitting on my chair at home

Hypothetical situation: Biochemical/nuclear attack on Manhattan, the island is totally decimated. LI is blocked off due to either governmental control or physical (bridges being destroyed, etc.). Island is blocked off for months, maybe years. What do?

That situation is something along the lines of the OP I think... It also could be the tag line for the next Gears of War XBOX game.

The whole idea of a total disaster hitting us is pretty much a non-issue these days, but it is something interesting to think about.
