Spoke to the town ; you can only put out 4 bags on the collection day and can put a few more out on the second day of the collection that week. She said it wasnt a neighbour complaint, but all of a sudden on the day I put it out, a sanitation inspector comes around ; way too fishy with me.
It's very possible that it was noticed on Monday morning. It had rained (here) overnight. If the stuff was wet in the AM it's probable that it was out overnight.
If there is anyone doing work in your area or any code enforcement complaints the town snoop or any passing inspector would have been driving around.

You don't really believe that IF it was a neighbor who blew the whistle on you, that the agency that ticketed you would ever tell you that it was
your neighbor who turned you in, do you? Wouldn't the town want you to rather be led into believing that it was a conscientious municipal employee,
doing his job, that brought about this issue? Sure, in these tough economic times, most municipalities have "tightened up their game", redoubled their
efforts at getting the most out of their employees, but the concept of newfound dilligence on the part of the local inspector, just doesn't seem to be
in character with the way that local government operates. How are they penalizing you for this breach of code? How much are they asking you to pay
them, (in addition to your gratuity to the garbagemen)? Yes, it's a sad commentary, but perhaps just a sign of the times, there is no revenue to be had
in issuing warnings to those who are unaware of local code, no money into their coffers, and most certainly, an opportunity to show the public that their
administrators are truly, on the ball.

The only problem being is that the neighbor would not have been able to have reached anyone at Brookhaven until Monday morning to send out an inspector. Code enforcement on the weekends is very limited -- just a few cars -- and on Sundays they are typically out acting as Public Safety.
If asked, the town will tell you whether it was a neighbor or inspector.
Put a reasonable amount of garbage out the morning of the pickup or the night before...other than that stop complaining..obey the rules and you wont have a problem.
I'm not sure about Brookhaven, but is it possible that you received the ticket because the garbage was on the curb 2 days prior to pick up. I know the rules in some area requires that garbage should not be on the curb earlier than 7pm the night before a pick up.
Also, you must have done something wrong to be cited. Your neighbor (if the whistle blower) was tired of looking at your filt for two days.

Just a case of a nosy neighbor who wants to be the sherriff of the development ; he has annoyed many the neighbor here.

didnt know there was rules about the amount of garbage, how long before it is picked up that you can put it out ; is there also a rule about the time that the empty garbage bins need to be put away ; if so, most of my neighbors are guilty there.
Just feels like big brother is constantly watching .
