I don't think you do. I just looked at the Town of Hempstead town code and didn't see anything on it, and here is a link to the Town Licenses and Permits Page and there is nothing on there about garage sale permits, which I would think would be one of the more popular types of permits if required. Probably just a matter of time though...
I think in Garden City I looked into it once it was like $5 anyway, so it's not like you'll get a huge fine if you don't comply.
You're probably referring to the code of the Village of Garden City, though, which wouldn't apply in Levittown. I wouldn't be surprised if some of the local villages required permits for kids' lemonade stands.
