Apparently in Ohio, you can get a permit to panhandle for ANYTHING!

Saw a family at the Stonybrook Theater by Smithaven Mall. Man was holding sign while the mother set up a blanket playing with their toddler on the parking lot grass median.

I always question whether these families are scammers or are truly in need of help.
One way to test them would be to offer them help through a Church or other religious organization.
Churches and religious will always help them with food or find ways to help them. if they are scammers they'll make some excuse.

There is a group of people from the South called the Travelers who are sore of like gypsies and make their living scamming. They have beautiful homes where they live, and live very well. They travel all over the country. They are proud of what they do and include their children at a very young age. They are not ashamed to ask for money and are actually proud of putting one over. Maybe these people are from that group.

There was a family actively walking up and down the parking lot at WalMart in East Meadow. They practically met us as we got out the car  |

Several years ago either 20/20 or Dateline did a show about this. They showed panhandler on a NYC street, then followed then home to their mansion in Connecticut.
If indeed it is a scam someone should take pictures and if it is the same people share it with news media. They will expose them and have a field day with story. If anything will alert enough people so no one will just give their hard earned $$ to just anyone on the street.

I saw the manager at King Kullen in Bellmore come out to ask a man, woman and child holding a sign as you described, to leave the premises. This was a few weeks ago, perhaps the same people you're referring to, OP.
A while back there was a guy sitting by the entrance to the parking lot of the Stop N' Shop in Farmingdale holding a "food" sign. I bought a few apples for him and he was grateful. If he was looking for money only, I wouldn't have helped him.
