That tree looks recently poisoned, it shows sucker growth and dried up sprouts

Poisened? How so? It was weird because it was perfectly alive last summer with no signs of it dying then it just never came back to life in the spring. I thought it was kind of weird.

Could be a few things ; #1 ; verticilum wilt ; it is a soil born fungus that can kill trees. Nothing can be done, just take it down.
Sprinklers ; do you water ; could be overwatering.
Snow damage ; from a few years of snow building up ; where does the snow go when it melts ; into the soil.
How old is the tree? When was it planted? Was the burlap removed??
Dont know how much to cut it ; sorry.
