Your 'residence' is the state where you file your taxes, not just where you have a home. So, if they file their taxes in NY, they're breaking the law if they're living here with NH plates.

OP, obviously there is more to this situation than just a passing interest. My suggestion is instead of asking CD why not go to the horse and ask if you are so concerned? Yes, I have noticed similar things but I personally don't go looking for trouble unless it has a direct impact on myself or my family.

Bingo. I'm pretty sure the NH car tags are a reflection of tax dodging more than insurance rates.

They probably work in NY State, so if they say claim residency in NH they are still responsible to pay non-resident tax at the same rate as residents. The only break they would get is if they can apportion income to NH...unlikely if they work and live in NY and NH is just a second home.

Its to lower insurance rates especially if they have young drivers in the household.

Maybe you should make your own NY license plates with magic markers on a sheet of computer paper and duct tape it to the back of their cars if it irks you so.
