My neighbor brought a bamboo plant in a pot home today. I saw her bring it into her house. She told me it was a "Lucky Bamboo". I still called and reported her.

You all are overlooking the most obvious benefit in the original post. With the plates being from Alaska, you are ahead in the game of "Counting out of state license plates" when you get really, really, really, really bored.

Every time my next-door neighbor drives by my house she has a glowing light blinking on her car. Then she slowly drives into her driveway. Very very suspicious. Nobody else has this glowing light blinking on their car when they drive by my house. She has some sort of sticker on her car too.
