Personally why bother trying to get the rent down? The LL seems like a Moderator cut: language removed . Mold is dangerous- why continue living like that? Moving is a PITA but it's a lot better being healthy and inconvenienced then continuing to live in unhealthy conditions.

Mold from a leaky AC unit in a boiler room is fairly easy to remediate. The owner should just get off his rear and do the right thing and everyone lives happily ever after.

You don't have to give it to a third party to hold. You can get a bank check for the rent amount and just hold on to it. If the LL doesn't get things in order, she can simply deposit that bank check back into her checking account marked "not used for intended purpose".

I would think about moving. The only way to get rid of mold under tiles is to replace them. It all sounds like more trouble than its worth. You might be better off renting a studio apt.

If you live in an illegal apt. the landlord cannot say stay until your lease expires. Also the condition of the apt. allows you to leave if you chose to. Mold is climbing up the wall? Move. The hell with him if he depends on a guy who does not return calls.
