Moving into a house with a half finished basement. The basement smells a bit musty and my wife is refusing to allow the kids down there as a result in fears of possible issues.

When we did our inspection the inspector did find 1 tiny mark on a wall that could have been mold. The seller cleaned it up and also had an air test done in the basement which found no unusual levels. There is a dehumidifier set to run at all times.

It has old style basement windows which have been sealed because they must have been drafty. We're going to get those replaced and at least air it out.

Any other suggestions to get rid of the musty smell?

What type of air testing did they do?

Dehumidifier is key in the spring and summer.

They did specific checking for mold in the air or other particulate

The dehumidifier runs 24/7 but the humidity levels are low and there was STILL mold..

I've read about placing charcol to reduce the musty smell?

Musty or just old smell? Musty is normally associated with dampness. Many basements just have a funky smell due to old building materials. Totally normal.
Also you stated 1/2 finished basement, is the other half a crawl? Concrete floor? Dirt floor?

Its just concrete floor

Maybe its the carpet thats holding the smell

Either way I just want to do whatever I can to get rid of the smell

That carpet is probably one culprit. Is there any insulation on the ceiling or sheetrock?

Carpet in a basement? Get rid of it , open the windows and buy a dehumidifier. Relax with this mold idea.
