I don't understand your point. My children attended high quality private pre-k programs. The programs have been beneficial to their development. I didn't send them there for babysitting.
You may think the NYC proposal, as structured, is akin to daycare and you're entitled to your opinion. However, there are quality programs of shorter duration which are enriching.
A Pre-K program is only as good as the students who attend and the caliber of parenting they are receiving at home.
How many of the inner city children from broken homes, who come from families which have been working the system for a couple of generations, will actually benefit?
hmm interesting assumption. You are wrong though. Not sure what your point is? Yes there are people who are menace to society probably no more so when small number of white collar crime types who live in more affluent parts.
When my family came to US I was a beneficiary of a free lunch program in NYC (do not worry I paid my dues in taxes probably 500x by now) and it was total crap -- i remember all the pizzas, fries and burgers and fountain sodas would be nice if healthier options were available.
That is an excellent point. Back in those days parents had kids in their 20's or early 30's. Now these middle aged parents are procreating and causing their children to grow with disabilities not seen in the past.
