What is a "Special Tax"

Slightly off-topic, but those tolls are supposedly for road maintenance which seem to be fixed (you know, when they close a lane and cause traffic) then torn up again due to the changing weather/seasons. Is there a report out there somewhere that shows us toll revenue vs. money used towards maintenance (and yes, unions again)?

Just do the math - the special tax is a reduced rate on some clothing items that saved you about a dollar total. But please, go back to the store and ask the manager, as loudly as you can, what you have asked here - at this time of year the employees need all the laughs they can get.
