Sudbury Rd. in Westbury? (Nelson, Hope: neighborhood, subdivision, taxes)

Is there a story to this seemingly unfinished subdivision in Westbury? Looks like it is part of a nice neighborhood, but look at Sudbury Lane, Pepperidge Road and Nelson Place. Streetlights, fire hydrants, paved roads, but nothing there. Someone (the village?) seems to keep everything trimmed though.

I've always wondered about it, wonder if anyone has some answers.

This here shows that land is owned by the State. No taxes are being paid. LandRecord Lookup On this page type in Nelson (for place..but do not add Place just Nelson), then choose Westbury & zip 11590. Click on the last 2 properties on the bottom. Shows pics clearly of land only. Also says in Property description that it is owned by the State. No taxes are paid as it is owned by the State. Exemption says NYS Generally. In land category it says Community Service. Hope that helps.
