I know a girl who lives in 'Seaford' even though she's in ToBay, she did get a Hempstead Parking Permit.
For this they just looked at her Car Registration location, not tax bills- and I guess made a mess up- or they don't care that much.

They use computers now and once they input the address they know if you are in the town or not, regardless of what the USPS uses.
