Moving Oil Tank to garage (estimates, company, town)

We're abandoning our underground tank and putting a new tank in the garage. We've been getting estimates from different companies and some are saying we need to surround the tank with concrete crash poles and others are saying it's not necessary and one company said they had never heard of that.

Anyone have any experience with this? I'm having trouble finding the info anywhere and not sure where to call. We are in town of hempstead. Thanks.
