Do they have a lease? If so, the LL cannot force them out before the lease expires. If not, then they are month-to-month tenants, and the LL is giving them adequate and legal notice.
However the government assistance is a little odd. From what you describe, it sounds like it might be section 8? The government sends an inspector to the unit when the LL enters the program to make sure the unit is legal and up to code, so it is odd that they're getting assistance for an illegal unit. You usually have to be on a lease when participating in these programs, as well.
The best thing for them to do is call the government agency responsible for whatever program they're getting assistance from and ask for their help. I'd follow that with a call to the Suffolk County Office for the Aging.
Are either one of them veterans? VA may be able to provide assistance as well, if so.
I agree with the poster who said to contact Suffolk County office of aging. That's your best bet.
