Kid wants to join a gym requiring EFS from checking so I want to open him a checking just for that - I don't want any fees and gonna be less then $100 in there at times. Prefer an institution not affiliated with my accounts.

I am not sure what their policies are but some of the larger LI credit unions like Bethpage Federal Credit Union, Teachers Federal Credit Union and Nassau Educators Federal Credit Union might be what you are looking for. It is much easier to join them then in the past.
Credit Unions, along with some of the smaller savings banks like Apple Bank seem to me to be more customer friendly then some of the larger banks. Maybe you should contact some of them to find out some of the details?
I can't vouch for any banks or credit unions in the area, however it's important to point out that TD Bank requires a $100 average daily balance. That means the bank account has to average $100 every single day, otherwise a fee will be assessed.

If he's a student under 23, he can have the fee waived at Bank of America

How old is the kid? Most offer (Chase, BOA, etc.) checking accounts for students with no fees.
