I wouldn't really worry too much about retaliation. There are plenty of streets they can park on and do this, they will just move on. You should be more concerned about not calling the cops now that you've told them you will do it. If you don't, you are stuck. You've made the threat, follow through.

That might be the problem that the adult can not control the situation but it could be something else.
--- there may not be an adult at home. My parents had this problem a while back when a single mom used to work until late at night. Her teenage son and his friends had free reign to blast music and party every summer night until about 2am or so until she got home.
--- there are "adults" at home but they have different beliefs on raising kids then most other people, for instance they believe kids are young adults and should be respected and responsible for themselves.
--- the "adults" in the home are irresponsible
