You can either commit an illegal act which may land you in trouble or call the police, God knows you are paying enough in taxes for their services so use them....

Call the cops. There is no reason to tolerate that at all.

I wouldn't really worry too much about retaliation. There are plenty of streets they can park on and do this, they will just move on. You should be more concerned about not calling the cops now that you've told them you will do it. If you don't, you are stuck. You've made the threat, follow through.
That might be the problem that the adult can not control the situation but it could be something else.

--- there may not be an adult at home. My parents had this problem a while back when a single mom used to work until late at night. Her teenage son and his friends had free reign to blast music and party every summer night until about 2am or so until she got home.

--- there are "adults" at home but they have different beliefs on raising kids then most other people, for instance they believe kids are young adults and should be respected and responsible for themselves.

--- the "adults" in the home are irresponsible

I had this same problem at my old house in farmingdale. It seems the only people in long island who get to have a quiet life are those who can live on the north shores one acre plots. Its just amazing how rude and common this is in long island.

Cell phone jammer the area. They'll not want to hang around too long.

I do like the flood light idea though, if the parents don't do anything about it first.
