Shouldn't these be the dominant traits (maybe except for IQ) in top school districts, where families supposedly put a high value on education?

Why? Standardized test prep -- increase ACT and SAT results, or in school to get a 90 student into the the 95-100 range. Tweak the student's shortcomings. Want every edge when it comes time to apply to colleges. Higher ACT and SAT scores mean a better shot at bigger merit scholarships.

where are you getting these assumptions from? Again, you're either naive or just being dense on purpose. Either way, in a competitive environment parents and students are going to do everything within their means to differentiate themselves.
