yes and if you're lucky, 3 months. You can always try to push your luck without a permit depending on how well you know your neighbors and how competent your builders are (and also if you're not concerned with permits when you sell).
If you're going outside the original footprint of the house you need permits. If I were just doing interior renovations I would not bother, and I'd make sure my neighbors weren't annoyed by my construction.
