Sounds like he's looking for a hand-out.

He has a job. Where does he live? At home? Does he know how to budget?

You need your $$ to pay your own debt. If you're that close, there's no reason not to be honest about your situation. Just tell him that you have debts you need to pay down and have nothing to spare.
After all, YOU'RE the one who needs their burden eased and are in no position to give money away.
Hopefully you'll still be close after that revelation.

Can't he find a job? Summer jobs he can easily make 2 grand. Kids need to learn responsibility and be responsible on their own.

CVS is always hiring. Minimum wage is currently $11/hour. He could pick up a PT gig at a 24 hour CVS and earn that $2K while he studies. He would gross $2K in 10 weeks if he worked 20 hours per week.
