I would consider boilers and hot water heater replaced in that time frame as suspect.

Walk the area and observe the "new" as opposed to older looking homes. If, they are in a flood zone, which has been accurately pointed out is not necessarily the perfect predictor, AND many homes appear to have been updated, there is the likelihood that it was impacted by water. It should be fairly obvious because it will be several homes as opposed to one here and there. It will take a discerning eye, but having walked those flooded homes as an emergency preparedness volunteer, there is no way you can miss it. You can also ask local shop keepers about the area.
