4-5% is a fair rate, IMO.

5-6% is what I am seeing. Since the market is tough right now, more must be offered especially to the buyers side to stand out since there are plenty of houses that the realtor can show. I know this is technically illegal but that is sadly how many realtors think now a days.

It's been 4% for the longest time.
I recently listed a house at 6% specifically to sell it faster...if we give 3% to the selling agent they might push it ahead of the 2% selling homes. Anything to get your house sold these days!

When selecting a real estate professional, be careful not to base your decision on their fee alone. Find someone who you believe will do the job. Saving a percent or so in commission can cost you much more if you hire an incompetent real estate agent. Also, be careful not to base your decision upon who tells you that your house is worth the most. A good agent will be truthfull with you about the realities of the market.
