Hi. We are looking to make a playroom downstairs for our kids-does anyone know if Huntington requires a permit if there is not going to be a bathroom added?

Yes. TOH requires permits for a finished basement, with or without a bath. That being said, most people don't get one and it hardly ever comes up.

Tom is correct. You do want to consider adding another entry to the basement ie an outside basement entry or an approved window to get out during a fire.

Kitchens ???is the Killer ...you can Have 10 bathrooms! as well as the others above stated.
