I dont think it would be a DOT issue, since on the east end alot of Suffolk Transit routes dont even have marked bus stops. In Huntington HART will stop at any corner.
I think it's HJ's way of keeping "poorer" folks off their buses. Their pricing discourages intra-island travel, which is a real shame since many of their routes could be easily designed for better intra-island travel. And when Suffolk Transit buses do not run on Sundays.
Hampton Jitney represents everything that's wrong with the way transit is designed on Long Island. The routes are put together in such a way as to keep those taxi companies ripping ppl off. An MTA takeover of HJ would be a welcome change and the routes could be designed to fill the gaps the LIRR cant fill.
