If you go on the FEMA website, you can get to the flood plain maps. Not an easy read, though... and it helps if you know which area you're looking for/at...

There's no "shopping around" for flood insurance - it's regulated by the Feds

If Rocky Point floods, we got problems insurance cant solve.
My ranch however can convert to an Ark if needed.

FEMA can't refuse to write a flood insurance policy (though your rate will depend on the zone location) but the homeowners insurance companies can and do have their own underwriting guidelines that will say "We will not insure any house within X feet of the water". However this comes more into play with homes having a replacement value of 500K and up than with homes under that level.
Having lived on both the south and north shores at various times in my life, if you are a boater (or plan to be) IMO the south shore is far better. Yes there are sandbars in the Great South Bay but you have fast and easy access to the ocean as well as all of the beaches along Ocean Parkway. If you live on the North Shore and want to see the July Fourth fireworks display at the Jones Beach Theatre/Zachs Bay, you'll have either a long time-consuming trip ALLLL the way around the forks to get there, or you'll have to trailer your boat across the island to someplace where you can launch it on the south shore.
Oh and this has nothing whatsoever to do with boating but in the winter when we get snow ..... half the time it will fall as rain on the south shore waterfront communities while the north shore people will have to break out the snow shovels.
I would second those who recommended West Islip and respectfully disagree that the areas north of Montauk Hwy/27A are "spotty". The only spotty areas of West Islip are way up north where it borders Brentwood (north of Southern Parkway). The main problem with West Islip would be finding something in the OP's price range. And the school taxes of course. But the southern part of East Islip and Great River are just as high, and Bayport/Bluepoint is not cheap either.
