I think it's time to consolidate school districts on the township level, Long Beach and Glen Cove would have city school districts as they currently do. Ex. the Town of Islip would have only one school district; the Town of Islip Public Schools.

As for special districts, I think it needs to be done on a case by case basis as it's my understanding that some of them are more efficient and cheaper then the alternative.

The fire departments would be the same as schools, one per each of the 13 townships + Long Beach and Glen Cove and staffed on a 60% career and 40% volunteer level. EMS would be a seperate division of each fire department and staffed on a 80% career and 20% volunteer level.

Law enforcement would also be on the township level, one police department for each of the 13 townships + Long Beach and Glen Cove. Specialized services such as highway patrol, SWAT, Aviation, Marine, complex investigations, additional patrol coverage, etc would be provided by the county sheriff's offices. No more county police departments. The Suffolk County Park Police would be absorbed into the Suffolk County Sheriff's Office (as is already planned).
