Believe it or not that was the cheapest we found too!! The policy is relatively new (started in Jan 08)...so there is renewed hype about the island getting wiped out by a hurricane. I believe older policies for a similar house are cheaper...or so I am told.
I was also surprised at the large number of companies NOT writing anymore for Suffolk/Nassau due to the perceived threat.
I asked them specifically about the relationship between hurricane risk and higher premiums (not telling that I am a meteorologist)...the answer I got from 3 companies was the exact same...that Long Island has not been hit directly in a very long time and we are "overdue".
They also included my proximity to water as another reason...even though I am 200 ft above the sound on the bluffs.
That my friends is the largest load of you-know-what out there. This year...or any year for that matter...has not better chance than any other. The "matter of time" argument is garbage because the physical threat is not any greater than it was when rates were lower.

What is probably a more realistic reason is the high amount of growth on the south shore in the last 30-40 years where damage is much more likely with a big storm.
