Thanks for the link - awesome tiles! They'd work well in my basement and help "jazz it up" (after I paint the walls LOL).
The flat roof will have a slight pitch and will drain to gutters.
About ten years ago, I had to design a third floor deck on the flat roof of part of the second floor. After researching, we decided to use TimberTech Florizon over a rubber membrane over plywood, pitched with sleepers underneath. Worked very well.
Proper roofing is CRITICAL with any low-pitched roof (and you'd be surprised at how much of a "visual" pitch is still considered "low"). Best bet is rolled roofing with a heat-sealed underlayment beneath. Don't use normal roofing shingles, you'll be only asking for leak problems. Also make sure the roofer knows what he is doing... if you can, go with a flat-roofs specialist.
Words from experience: Even if a roof pitch is just "marginally" low... treat the roof as if it were flat as a pancake. An ounce of prevention, roofingwise, is worth thousands of $$$$$ worth of water-intrusion repairs.
Edit: Sorry, just realized that you're talking about a balcony floor, not a roof itself. But the advice still stands re: low-pitched roofs.

Have you had any trouble with leaks? What about leaves and other debris getting under the Florizon? Does the balcony get used? The builders say we'll never use it.

It's actually a pretty decent sized deck, rather than a balcony. I'll try to remember to ask those questions tomorrow. It was for my ex-employer's home...
