You don't need a parking pass. I don't even know what that is. What are you looking to do, and in which town?
You can check out Hamptons Online - Guide to the Hamptons and East End of Long Island to see what events and such are going on.
Other local papers you can Google are: The East Hampton Star, Dan's Papers, The Independent, and The Southampton Press.

I would personally jet out to Montauk if I were you. It's a great ride and you won't have to deal with all the crazy Hampton Town traffic. A lot of the great beaches in the Hamptons demand residency passes. You don't have one and can't get one. However, most Montauk beaches don't have such demands. You can take them out to the lighthouse.
Don't forget to stop and get some lobster rolls, although the other crabshacks on the way have way better food overall.
If you like wine you can stop off at Duckwalk Vineyards and Channing Sisters Vineyard(I think that used to be the name). Also, there will be fresh fruit and vegetable stands on the side of the road.

Literally Jet...or Helicopter.
Otherwise prepare for windshield agony in season.

Make it a weekday if you can. Another nice drive is the ferry from North Haven to Shelter Island.

Take a day trip to Sag Harbor. It is absolutely gorgeous there. Just a nice small village to wander around.

You can pay to park for the day.
Town Hall is the place to call to ask questions like this.
