SCPD does not always show up to the TVB. I have been there 6 times: 4 times SCPD failed to show, 1 time I was convicted and 1 time I beat the ticket as the officer issued me an incorrect citation for what he alleged.
edit: Officers who showed were SCPD Highway Patrol and SUNY Police.
The ticket I got lists quite a few "hearing offices" for TVB, suffolk state offices in hauppauge being one of them. I wouldn't have any problem requesting suffolk correct? It's up to me where and when? I'm still waiting for the ticket to show up on the online system so I can plead not guilty... supposedly it's not in there yet, it's been 3 days at least.

The whole thing sounds weird to me. You got the ticket in Queens and go to court in Suffolk? The cop has to make an appearance which is strange as he is NYPD. I've never seen an NYPD officer in Hauppague but it's not like I hang out there.
The court may have this set up like a scam so the cop doesn't have to show unless you plead not guilty.
another thing - arrest type says "1" which I'm reading means it was a visual check of the speed and not "2" for radar. There's a line where it says "radar operator's name" that isn't filled out but every other line is. Does that even hold up in court? Damn.
spoke with another lawyer who's pretty sure it'll be in queens. The ticket confused me, it was just listing all the different courts they work out of but the trial will be local to where I got it. I will talk to the lawyer in person on Thursday - he says he has a good success rate but I will have to gauge him then.
my son had gotten a ticket in queens and was required to go to court in manhattan... he was still in law school at the time and had exams so he went to the law library to look up how many times can he postpone.
he notices its in the law that you must go to court in the borough you got the ticket and only a judge can re-assign..
so he calls them and they tell him he got the ticket in nyc by the 101st pct. he goes nope queens 107th...sure enough they mis-read the ticket . they tried to re-schedule him on the phone and he told them they couldnt ,only a judge can do it. so they scheduled him to go to queens court to see a judge who will determine whether to shift the case back to queens..
so he finally goes to see the judge about switching the case and it turns out the cop retired... talk about dumb luck.. case dismissed
