It says they busted into the house when she opened the door slightly, so she was probably just finding out who they were.

Con Ed services all of the New York City Borough of Queens, except for the Rockaway peninsula which is serviced by LIPA.
This may be because prior to January 1, 1898, the Rockaway peninsula was part of the Town of Hempstead. |

I was thinking the same thing. If someone came to my home and said that they were from Con Ed and here to make some repairs, I would be very suspicious. Even if they were one of my Con Ed relatives!
