Personally, I think the whole system of taxation on LI further breeds racism. For example, the school districts are local, not county wide. School districts have used this to raise taxes exponentially, citing they are trying to be the best district in the area. Whenever consolidation of districts are mentioned, the school districts and teacher unions always say, but do you want to merge with the heavily minority district next door? That immediately eliminates consolidation talks.
Everyone has too much invested in their home to "risk" having anything happen to its value. Unfortunately, this includes changing the demographics of the area. Most of us in our 30's and 40's who grew up in this area can rattle off the areas that became far worse in the short term because of integration: Elmont, Hempstead, Freeport, Roosevelt, Queens Village etc. We've seen it happen before, and can't afford for it to happen again. Wages are flat on LI, the only hedge to the ever increasing property tax burden has been the higher resale value of your home. People have to protect it as if you were taking food out of their child's mouth.
Also, people are skeptical about how much money could be saved by going to county run schools. To save $1000 a year, would you tolerate your child being bused to the horrible Hempstead or Roosevelt schools? You know this is what would happen, bus the kids so all schools become more equal in performance. Yet, Roosevelt and Hempstead still spend far more money than the average school district per child and their results still are bad.
So, are Long Islanders racist? Maybe, or is it that they have been influenced by the past, and are looking to preserve what ever value in their home that they can?
