It can/does. You can't stay anonymous because TOH gives you a time and date to come to the office and meet with the person and his/her lawyer (if they have one) requesting the variance as well as those who will approve/deny it.
In my case, I was opposed to the variance and none of my neighbors showed up. I think they were pretty surprised anyone showed up to contest it but the board (or whatever they are called) asked if I would like to sit with the person requesting the variance and his attorney to which I agreed. They have this small, I assume soundproof room which overlooks where the board sits and you can talk. I will say this, while the board granted the variance it was conditional upon a few items which cost him more money (to make it more visually appealing in line with the community). Given that the property in question was vacant and none of my neighbors gave a damn I was OK with that. I monitored construction and he did make the modifications that we all agreed upon....if I had not showed up he woulda just thrown up the cheapest option, so I encourage all those who are in opposition to a variance to make their voice heard attend the meeting they schedule.
Rememeber the board doesn't know the nuances of your property/potential impact on it so they are approving it based on precedent and the blueprints/plans put before them. A live indidvual making a valid case will get heard IMO.

Keep in mind that this is a choice by your neighbor out of conveniece and he is affecting your property values and those of your neighbors. He could park his truck on commercial property but chose not to do that. Also he needs to inform probably more than just the immediate neighbors and you may not be th eonly one against this. If youdon't voice your opinion you will have to lice with this.Speak to your neighbors and see how they feel. This will afect all your property values in the future.

what does he need the variance for on the shed and fence? Both sheds and fences are permitted in the town of hempstead. I'm pretty sure that you can do a 6 ft fence from the house setback to the backyard and the shed has a max size allowed.
I'm planning on doing an additon to my house and sat down with a plan examiner prior to drawing out rough sketches, it seemd that there was a signficant amount I could do that did not require a variance and apparently I'm in one of the more restrictive classes of property. I was trying to, and it appears its not all that hard to, play within the rules.
I would object to the dump truck, unless it fits in his garage.

DeanK2 thanks for the info nice to know the dump truck got dumped. The house is now for sale. I think they wanted the varience because they don't have a co for the 6ft fence that is up and the shed is on the property line.

I found out that the variance for parking a Dump Truck in a residential property got denied. He will have to move his truck.
Many times neighbors complain at variances. Usually the Board approves those variances anyway. The problem is, a neighbor has to have a solid reason and present a good case as to why a variance should not be granted. Most of the time, a neighbor would say I don't like it, I don't want it or go on to discuss personal problems. The board does not cosider these as reasons not to grant a variance.
I have also seen cases where the neighbors were ok with a variance and the Board still denied it.
When you ask for a variance, it has to be reasonable or similar to others in the neighborhood.
