You are 100% correct on that. They'll even ride the shoulder to get past traffic.

Though I do get a laugh out of some of them when they attempt to take the lane of the on ramp thinking that it is a lane to exit off of the LIE only to find out that they're going to run into the guardrail.

Default 60 in left lane

Were you driving 60 mph on the left lane? Or in the HOV lane? Until people realize that the left lane is for passing (not travelling as you wrote), then you are always going to have these problems.

And while we are at it...let's make it a rule that the minimum speed in the HOV lane should be 70 MPH. Step on it Martha.
