I am not all that familiar with that part of town so I may not be 100% accurate but that hospital is not in the greatest section of town. I would limit my search to the South Pasadena/San Marino area or possibly Glendale/Burbank. Both areas have wonderful sections and it just depends how long he wants to commute.

As for bicycling, you will have the San Gabriel mountains close. There are also river trails that give a flat ride to the beach and back. (approximately 40 miles each way)

Pasadena can be too smoggy in the summer for jogging.

Forgot to mention that you currently live in a very large city so moving to Los Angeles should not be a shock regarding urban living. If you were coming here from a small town then I would think you'd be justifiably nervous. But Dallas is not a small town by any means so you are accustom to traffic and the other stresses of living in a metro region.
