How does a home owners association in Los Angeles city file a Notice of Violation of a home owner?

All that can really be filed for is a lien. What many believe to be a violation in a HOA is only a violation by or to the HOA. Most HOA rules are not illegal(or legal) or have laws against them. In fact many laws are suspended in a HOA, for example: alcohol can be drank in public because it is on private property. Parking laws are only enforceable by HOA security, tickets can not be issued by police on private property.

Maybe you need to ask legal counsel about this one. maybe the HOA President and board would have the information you are looking for. ferretkona gave some great explanations on the rules though.

if you're a member of the board of the HOA you should contact the association's attorney. If you don't have one, ask the HOA's management company for recommendations, or the CPA who prepares the filings. It should be a law firm that specializes in community association law, as well as general real estate matters.
