I found a few apartments that I could afford near LACC. What is that area known for?

It is NOT a safe area. However, nearby Silverlake does have a fairly large gay population and it is just a little bit safer than Mid-town section near LACC. Mid-town has very bad problems. The campus of LACC itself is safe enough, but not its environs. There is a Red Line subway station at LACC, so you could live in a nicer area and commute there.

God! Don't rent in that area. It’s gang land. If you go North on Vermont Ave. passing Sunset Blvd towards the Observatory, the area is totally different. The Red line subway is nearby, if you want to commute.
