The carwash down the street just installed this bright flashing sign that they leave on all night and is lighting my apartment up with annoying flashing patterns all night long. Its really obnoxious. Does anyone know where I would complain to about this sign?

I think it's more like when people want to go get their car washed they remember the place with the distinctive sign.

Call your city councilperson (whatever the title). They probably won't be able to do anything about it but it's my experience that they know where you should take your complaint and what to do about it.

For example, I have an equipment rental place about a mile away and their burglar alarm would trip and go off for hours, and you can imagine it was LOUD since I heard it this far away (on quiet evenings at 2-4 a.m.), so I called my councilman (person, whatever) and they told me to contact a city agency in charge of burglar alarms, and it turns out that the bells or sirens are supposed to automatically shut off after 20 minutes or something. It took me several complaints to the city burglar alarm commission but I realized one day that I had not heard it for months.

So call your councilman's/councilperson's office. Ask them where to take your complaint. It might be a violation of zoning laws or some other city code.
