I sold my car to someone. There was never a release of liability so it was like it never happened. A month gos by and he got 3 parking tickets. They decided they don't want the car so they gave it back. I sold my car again but I still have the three parking tickets. Do I have to pay the tickets? I don't own the car anymore and I don't live in the same county either (still in California). There's no way that the person that really should pay the tickets will pay them. Will they still show up in my name when I ever get another car?

Did you get a release of liability the second time you sold it?

When they "gave the car back" .... was this done via the DMV and the appropriate paperwork?

I don't know the law in California. But in NY, you must return the plates to the DMV when you sell the car to a new owner. In NY, you liable for anything that happens to the car if it is still carrying your plates (even if you have sold it and passed the deed on to the new owner). So in NY you would be liable for those parking tickets. I would assume the California DMV would have a similar regulation.

In California, plates stay with the car. When you buy a used car (at the dealership, or otherwise) it comes with the plates that were issued when new. The exceptions are DP and vanity plates.
