For twenty years the LADWP's multi-year projections published in the Urban Water Management Plan routinely overstate actual supplies.

State laws like SB 610 and SB 221 are supposed to protect water supply by requiring planners and developers to provide written verification of sufficient supplies by water agencies. However the laws weakness is that it allows developers, planners and water agencies to merely cite UWMP ‘projections’ to get projects approved instead of ‘real’ water. The differences between what LADWP says they'll deliver and what they really get are huge and its the difference between drought and sufficient water supplies.
