Some areas are prone to flooding but not that many. LA doesn't have a lot of long steady rains. So when it does rain, it can rain pretty hard and overwhelm the storm drains in a few spots, especially if they're clogged with leaves, trash, dead bodies, etc.

If you live near/in the foothills you can expect some localized flooding and/or mudslides.

If you live in the basin proper, probably just sewer drain backup on the first day or two of rain.

If you live near the beach, stormsurge and runoff flooding do happen on occasion.

Only life threatening situation would be the mudslide

Burn areas are prone to movement by the slightest amounts of rain.

Rainfall is like the 4th of July in Los Angeles. Today the big topic of conversation was people commenting on last night rainfall and a few flashes of lightning. Wow!

We had several straight days of rain in January. A few places flooded, like part of the 710 freeway, but overall, not much happened.

Oh, some idiots always decide it would be cool to take a swim in the LA river and the county spends a ton of money looking for the bodies.

in el nino years we get rain for months on end and flooding is rarely an issue. however, in the nearby deserts flash flooding is a serious problem. natural disasters are certainly a concern here in LA, but flooding is not one of the disasters we worry about.

We don't get tropical storms per se in Los Angeles. I looked it up and found that only one major tropical storm hit LA and that was back in the 1930's. But heavy rainfall can occasionally happen in El Nino years when moisture from Hawaii moves up into California and drops huge amount of rainfall; that's when mudslides occur, houses fall down hillsides, roads wash out and the LA river becomes a torrent. Every year after a heavy rainfall some nitwits decide it would be fun to play around the river; they fall in and get swept up in the current; some survive by rescue but many drown and their bodies end up on the beach in Los Alamitos bay.
