I would spring for the paint myself. We painted my daughter's apartment. Many of the tenants here paint their apartments to have their own color scheme, but the management is not going to pay for that. If you don't want to take some of that money you are saving on market rate rent to do the work yourself, then move to a place that does not have rent control. If I were the landlord, I would not waste money on rent controlled property either.

I don't have any constructive advice, but I just had to say that I couldn't IMAGINE living in the same apartment for 17 years. I think I'd go crazy.

^ I know people who have lived in the same apartment for as many as 45 years, and quite a few 30+ years. Most of them are paying as little as 40% the market price (i.e. 1100 for a 2 br that would currently be 2600, or 700 for a studio that would now be 1500) on their rentals, so they're happy.
