tenants charged for water/sewage/waste disposal

hi my name is isaac and i live in portland oregon and have a similar issue , when i signed my lease my water billing was never disclosed to me all we where told was we needed to pay for water and sewer nothing about a third party billing, we where just given a number to call and hook up our utility bill in our name , when the bills started coming that when we started questioning , my bill every month is about 160 a month and for some reason always are late , i called the billing company to ask how they know how much water i have used and they said that for every gallon of hot water i use i am being billed for 3.5 gallons of cold water , so i asked the lady how they are able to bill thiss way and she said they have been doing this for years and its legal , i asked how she knew exactly how much water to bill me for and she said she nor the company have any way of telling how much water we have used because they bill the complex as a whole , i think this is a scam and illegal, extortion if you tel me . help anyone [email]isaac1334@gmail.com[/email]

In my rentals in Los Angeles, I supply the water, meaning I pay for all water for the properties.
That cost is not passed on to the tenants.
The tenants pay for trash and lights .
They are billed by the bureau of sanitation , and LADWP for these services.
