If you're working directly off the Red Line subway, you could live in North Hollywood. If you go bicycle distance from the NoHo station toward Burbank, that's a pretty nice area that's not too expensive.

Don't drive into LA from the valley. That's insane.

Certain parts of LA it's fine to do that - Hollywood Blvd, Sunset Blvd, DTLA, Wilshire in Koreatown, Santa Monica, Colorado in Pasadena, even Ventura in the Valley. But in Panorama City? Not so much.

I'm sure if they had just walked into one of the many businesses along Van Nuys Blvd in Panorama City someone behind the counter would have a phone book for them to look up a cab service. If it was me I would just call 411, but perhaps that doesn't exist in Australia.

Van Nuys isn't a nice neighborhood. It was decent 20 years ago, but has declined.

Not exactly "ghetto" but higher than average crime, and not really a place where people want to live. Middle class left in the 90's.
