The murder rate of London in under 2 per 100,000 residents. Compare that to LA, which is around 3 times to 3.5 times that amount.

You should only move to L.A. if you are a scientologist, surfer or gun nut. Of course if you really want to kill people the LAPD welcomes psychopaths from all over the world.

Being a brit and living in London, I am not sure about the number of gangs but that's besides the point. I think the OP wants a safer place to live in. That said, with more gangs in LA you would think it may not be safe, however in the UK housing is a lot more expensive, especially in london and living in a decent area still means nothing! You can live in shad thames for example very nice, expensive etc BUT just a few minutes down the road you are in old kent road - which is very trashy!!! I don't know how many gangs operate there but to live in a 600K PLUS home and still get mugged on your way back from a drink or the gym in the evening is crazy.
Secondly a lot of these apartments in London are not even half the size of what you get for the same money in LA or in the US in general. Britain has some of the smallest houses I have seen for what you pay. Selling your house here, means you can get a bigger house in the US and if you are earning similar or more , probably a better standard of life.
I don't think I need to say much about weather - it's one of the reasons many people leave.
Most importantly although people may feel that crime here isn't as bad, it keeps rising, and personally having lived up north I feel that London is the worst, there is not a day that goes by when you don't hear of someone being stabbed or killed and it's mostly young people. Unlike the US it's not common for people to carry or keep guns at home for protection. If you attack someone trying to break into your house you get done for assault - the thugs always win in the end (they have rights too apparently), there is no justice for the general public.
There are a lot of what we call yobs and chavs as someone pointed out, they are not gang members, just bullish teenagers as well as some adults. They usually walk around with their bull terriers and you know them when you see them. They just give people a hard time and they have been in trouble several times with the police so they know the drill and aren't scared of anyone or prison. Prison in the UK is a joke. enough said.
I think that's why most brits leave, even if you earn a decent living, you cannot afford to live in very affluent areas where you would be far away from chavs and crime. The way this country is built means that even if you can afford a £500K 2 bed apartment in virginia water (that's about USD 700K in todays rate ) you will still be living close to all the trash. Plus everything is so much more expensive here, from food, clothes, gas name it.

In the UK, they have a egalitarian tax system where they tax the rich and redistribute the wealth to lower-income individuals. That's the reason why wealthy Britons are choosing to immigrate to countries where the tax laws are more favorable to them. David Beckham, Lisa Beckerrigde, etc are opting to move to the US. I said, come to the US with your wealth, because with our economy, we need all the help we can get.

Having lived in San Paolo, London and a few other cities for a good while I can say from my experience that London isn't that dangerous.
Manchester, Glasgow and several other cities in the UK certainly are dangerous. Whilst the criminals may not be as well organised as a bona fide "gang" they are usually armed, usually incredibly stupid, and usually very dangerous.
The several times I've been to Los Angeles, especially North Hollywood and east that area, there's a niggling feeling of "apprehension" but that could be due to all the stories and the unsavoury looking characters who may not actually be upto anything untoward.
New York City certainly felt safer, on a par with the Knightsbridge area of London in most parts, especially closer to Columbus.
Of all the cities Sao Paolo is probably the scariest of the lot, and the advice from all my friends who live there full time was to carry money on you incase you were approached as paying them off leaves you alone, not doing so can have dire consequences. Scarier than that, was the Police were also to be wary of, and most of my friends were very afraid of being "selected" by the Police for beatings, blackmail, rape, theft etc.
London simply does not compare, but the frustration of living within metres of absolute scum (as due to the socialist ideology, low rent lives next door to astronomical rent). A friend of mine has a £2 million apartment in west end of London, and approx 800 metres away there is a council estate with Somali and Algerian kids terrorising the neighbourhood. But they are not "gang" dangerous.
