east Pasadena, in general, is safer, more low key, less crowded than the rest of the city. Of course, the closer you get to the 210 (or any freeway in nearly any city), the property is less desirable; therefore, cheaper. Also, Colorado Blvd.. in nearly all parts of the city, tends to attract homeless, prostitutes, etc...

South of the 210, between Colorado and Del Mar, is not bad. It's a little lower income and more run-down looking, but relatively safe. South of Del Mar is quite nice. You have Chapman Woods (million dollar homes and near zero crime) on the far east end, and the Cal Tech area with gorgeous streets like San Pasqual.

North of the 210, on the far east end is quite safe. Once you get as far west as Allen, streets close to the 210 (like Villa) get a little seedy for my tastes.. and crime rates pick up around there as well.
