For $3000 you can do a lot better than north Hollywood. Why don't you rent Toluca lake or Valley Village? Are you looking to rent house or apartment. North Hollywood one bedrooms rent for about $1200

Look in adjacent Burbank, Studio City and Toluca Lake. 3 grand a month will get you plenty.

studio city is just over the hill from west hollywood, generally the areas surrounding ventura blvd. in the vicinity of laurel canyon and coldwater canyon blvds. i'm not sure how far to the east it extends, but it includes some hillside areas just north of mulholland. sherman oaks is immediately to its west. valley village is slightly north, just on the other side of the 101, which cuts an east-west path through that part of the valley although it's generally a north-south freeway. if i'm not mistaken, valley village is the nice end of north hollywood that doesn't like to be called north hollywood anymore. these parts of the valley are more urban (mostly in a good way), and have less of the cookie-cutter tract housing one finds in the more suburban communities farther out.
toluca lake is near burbank. i never know when i've left one and entered the other, so perhaps someone else can give you a more precise answer.
if you go to google maps and type 'studio city ca" you'll get a map of the whole area, including sherman oaks and valley village. i included a link, but it opened the google map main page, instead of the areas about which you inquired. not sure why...

I would look on Craig's List for houses to rent, or condos in the SFV. Do you want a house or apartment? $3,000 will get you a nice house for rent or condo for sure! Studio City, Sherman Oaks, Toluca Lake, Burbank... those would all be great places for you to look. Anything near Ventura Blvd in the San Fernando valley would be nice. Especially if you can find something South of Ventura Blvd. Dickens is a street that runs parallel to Ventura (which is a main street that runs the length of the Valley and has shops, restaurants, etc...) toward the western end of the Valley in Sherman Oaks. This street has apartment complexes and condos that are often for rent. It's a safe walkable neighborhood. PM me if you have any specific questions! FYI - we have a 2 bed/2 bath house in the SFV and we'd rent it for $2500...

Sound like pretty good reasons for me not going there!
I note that There are lots of Ethnic towns in LA, Korea town etc.
Is there one for Brits?
